Interpretation

AED 19 billion: understand what the figure measures

For H1 2026, ADREC attributes AED 19 billion in residential sales to Hudayriyat, representing 27% of the emirate’s residential sales value. This measures activity, not a buyer’s return. The AED 11.97 billion Q1 figure covers transactions over a different period: we do not calculate growth between these figures.

Our interpretation: distinguish launch purchases from the ability to resell or rent an individual home. High volume alone establishes neither resale time nor fair value. No sample of individual transactions has been cleaned for this report.

Interpretation

From island to street to individual home

Modon’s map locates communities and planned amenities. It is developer material, not an approved plot plan. A hillside villa, a home near leisure venues and a self-build plot cannot be compared simply because they share a Hudayriyat address.

For an individual unit, examine orientation, access, overlooking, event traffic, nearby works, external maintenance and school/work journeys. Views and quietness require checks from the property itself. This note contains no site inspection or verified door-to-door travel time.

A concrete example: the Wadeem Gardens FAQ states that its villas are not directly waterfront. Beaches on the island therefore do not make every home a beachfront property.

Interpretation

Modon and L’imad: understand the ownership chain

Abu Dhabi government → L’imad Holding → Modon Holding. The interim accounts at 30 June 2026 identify L’imad as Modon’s parent and the government as ultimate parent. The controlling-stake acquisition was announced in October 2025.

This institutional context identifies who controls the group. It is not a contractual guarantee of an individual buyer’s price, rent or handover. The selling entity and the commitments in the unit contract remain decisive.

Interpretation

BlackRock: the actual scope of the GIP partnership

On 14 May 2026, GIP, part of BlackRock, announced a proposed partnership with L’imad, ADNOC and Temasek targeting USD 30 billion of infrastructure investment in the Gulf and Central Asia. The announcement makes it subject to definitive agreements; the amount is a target, not money already invested in this island. Temasek also mentions the initiative in its 2026 review.

The reviewed publications establish neither an allocation to Hudayriyat nor a guarantee for its homes. Presenting this as “BlackRock finances your villa” would be inaccurate. It provides institutional context, limited to the documented commitments.

Interpretation

Planning and services: operating, announced or unverified

Surf Abu Dhabi opened in October 2024, according to Abu Dhabi Media Office. A publication dated 27 September 2026 still describes the velodrome as soon to open. Schools shown in the Wadeem Gardens and Golf Estates plans are announced facilities: this review has not verified operators, licences, operating grades or available places.

On 1 October 2026, DMT described a planned 37 km coastal connection from Hudayriyat towards E11 / Al Nouf, without a completion date for that route. The 2027 date in the headline concerns a different scheme, Mid-Island Parkway. A residential plan should rely on services and access actually available.

Sources disagree

Two timetable discrepancies to resolve

On 8 October 2026, Modon’s Hudayriyat page shows: • Al Naseem: Q4 2027 on the card, Q4 2026 in the FAQ. • Bashayer: Q1 2029 on the card, Q3 2028 in the FAQ.

Different phases or updates may explain the discrepancy; this report does not establish the reason. Obtain the phase- and unit-specific written schedule and the handover and extension clauses. Arbitrarily choosing the earliest date would distort the budget.

The current Bashayer product page, presenting the final phase, states Q1 2030 for villas and Q2 2030 for apartments. These dates should not be assigned indiscriminately to every launch.

Interpretation

Different products require separate comparisons

The review below separates different housing types and a road link. Self-build Wadeem plots, distinct from Wadeem Gardens villas, require a separate assessment. A launch announcement, a reported sale and a handover are different milestones.

To assess competition for a particular home, track its property type, budget segment and competing handovers. Then compare registered transactions, competing listings and actual signed leases. An island-wide narrative alone cannot establish a price premium or shortage.

Interpretation

ADIB: a conditional offer linked to Wadeem Gardens

The 30 September 2026 Wadeem Gardens launch refers to off-plan home finance of up to 75% for eligible buyers through Modon’s partnership with ADIB. This is separate from the GIP / BlackRock initiative.

A marketed maximum is not a loan approval. Request a written bank offer covering the deposit, income requirements, repayments, term, fees and drawdown conditions. Do not automatically extend the offer to another phase or development. The budget must remain viable if approved finance is below the advertised maximum.

Interpretation

The contract and budget fall under Abu Dhabi’s framework

ADREC’s process provides for project and off-plan sale-contract registration and a project escrow account. Before paying, verify the selling entity, project number, payment beneficiary and unit documents. Dubai procedures and fees should not be imported automatically.

Budget for instalments, applicable fees, community charges, upkeep, insurance, any financing and time without rent. A self-build plot also requires design and construction expenditure. This report validates neither service-charge amounts nor a net yield.

Interpretation

Whose circumstances warrant further investigation?

The case worth investigating: an Abu Dhabi home or investment for a household able to wait for its selected phase and fund instalments without depending on a rapid resale. For an imminent move, operational services and interim housing matter more than neighbourhood announcements.

Before shortlisting, compare a firm unit price with properties of similar use and size, then stress-test delayed delivery, rental vacancy, higher costs and a difficult resale. The developer and its partners provide context; suitability for the client’s budget and timing still needs to be established.

Before any decision

The evidence needed to move from the area to the unit.

  • The exact development, phase, unit and selling entity, with dated pricing and availability.
  • Approved plans, usable floor area, views and neighbouring plots’ development rights.
  • The sale contract, timetable, extension clauses and assignment conditions.
  • Project and escrow references verified with ADREC for the intended payment.
  • A full budget including service charges, fees, maintenance and cash needs until handover.
  • A comparable-sale sample by property type, size and phase, with dates and methodology.
  • For families: an operating school, admissions, fees and journeys tested at relevant times.
  • An area visit and a recent progress check for the specific phase.
